razze Crown of the north wind

Ciao a tutti,

leggendo dragon of faerun, mi è saltato all'occhio la Crown of the north wind (pag 126).

Non mi è chiara questa frase:

"For effects that depend on the age category of the breather, use the wearer's age category (if he or she has one) or assume an age category of young, whichever is more favorable to the wearer".

Con effects a cosa si riferisce ? Al danno e alla CD del soffio ?

Se cosi fosse un dragon fire adept, di razza considerevolmente longeva (coboldo dragonwrought, forgiato o ancora meglio un elan) potrebbe aspirare a soffiare come un wyrm antico ?
